Sony has a couple of good, cheap learners, like the VL700 and VL900, but under $50.
But your best all round bet would be a JP1 learning remote and cable. You can get the One For All URC-8811 for $19 and the cable for $15. With $4 for shipping that's a total of $38 and you have a remote that can be programmed from your PC to control just about anything.
