Peter,
I kinda thought so as well initially. But, IIRC, "not a Valid RC9200 Configuration" isn't the error message you receive under those circumstances. Additionally, 83% free memory shouldn't be too large a ccf. I suppose it doesn't really matter much (without a copy on his computer), if he can upload eventually he could live with the problem, if not he'll have to start over.
