In hindsight, yes. But in 2017 when WoA launched, most Windows apps were still available in 32-bit versions (including Adobe CC) so this was much less of a limitation than now. Also, Microsoft wanted developers to build native ARM apps, so emulation was seen as a transition technology only. This transition has taken a lot longer than Microsoft wanted (even internally), so here we are.
