To recap:
WUTV-DT Grand Island will move to , but not until September or October as the transmitter delivery is delayed. So it will remain on  until then.
 WNLO-DT will move to Colden on  supposedly when
CITS-DT moves to
It seems that all three have to coordinate their switch simultaneously,
but I'm told from Industry Canada:
CITS-DT is still scheduled to transition in the phase 4. So the station is still required to move to their assigned channel 14 at the latest on August 2, 2019.

We are not aware of the issue with WUTV-DT. In any event, FCC is well aware of CITS-DT changing to ch. 14 by August 2, 2019 and the required protection from the US stations.

There seems to be a conflict.  I'll make some more phone calls and get an update a.s.a.p.
