IRScrutinizer has the ability to convert among many formats. I have no idea what Loxone requires, but if it's LIRC format, as I suspect, that program can do it.
A strict binary conversion of the pronto hex would be simple enough to do by hand using a calculator, calculator app, excel , etc., but the resulting signal most certainly won't work.
What do you mean by you found a template for the other functions? That may be the Rosetta Stone that we need to determine the relationship between pronto hex and the binary format that Loxone uses.
