I had a similar problem with my Win10 PC. I had to revert to an older Prolific device driver in order for the device to be recognized. Apparently there are some cloned prolific chip sets that don't always work with the Win10 drivers. I also was not able to use all features of the software such as the emulator or the ability to update IR codes. I set up a VM environment with Win XP to do the editing. Seems to be working.
