Did you "teach" the remote's lighting ID to the dimmer?
Press and hold the large rectangular button for 10 seconds until the LEDs start crawling downward. While the are doing that press and hold the Power On button on the remote for that light. The LEDs will crawl faster a few times and then then come one solid.
Dimmer has now learned the address of that remote.
