Newer remotes made by Universal Electronics can do this.  For example, the OneForAll URC7140, using setup code Audio 1360 will operate the cursor and Enter functions out of the box. 

You may need to program a button of your choosing to send the System Setup function, although it is probably already assigned to the Menu button.  If the Menu button doesn't work, assign EFC 33984 to a button, using the instructions provided in the Extra Functions manual:
1) Press Magic until the blue status light is illuminated
2) Enter 994  (should get 2 blinks)
3) Tap Magic
4) Enter 33984
5) Press e.g. Menu, or a colored button
The remote should blink twice.

It doesn't have to be a URC7140, although those seem to be available new from Argos for 17 pounds.  Other UEI  remotes which have Audio 1360 will work.  For example, you may be able to find a used URC-7555/7556, or a 7780/7781, or 7940/50, or 8350.

In the USA, cable remotes like the Atlas series or Comcast remotes also have Audio 1360.  These are usually available on eBay for <$10.
